I’m re-applying for class of 26, and I tried opening up a portal a while back, however it got denied because of my low SAT. I took the SAT again in August and just got my score today, 1090, I read that I’m only able to submit one test score at this stage for a chance to open up a portal. I have another SAT scheduled on October 2nd. Should I wait for the results from October 2nd, or risk it and just submit my August results.

I don't think 1090 is worth entering, IMO. Is 1090 better than all of your previous attempts? You might want to try your luck with the ACT. Often if a student does poorly on one, they will do well on the other.

It is much better then previous attempts. With all of my ACT practice tests I score in the 28-30 range, but there is no open testing center near me anytime soon.
 
I would wait until the next test AND take the ACT if possible. As long as you meet any stated deadlines, you really can only go up from a 1090.

You may need to travel to another state for the ACT but it looks like it may be worth it.
 
You need to take the ACT even if you have to drive X number of hours to do so.
