There can always be a few exceptions to a rule, but in general. The Navy now requires all scholarship Mids to go to NSI. NSI has to be done before the scholarship can be activated. That is why ALL scholarship Mids have to go to NSI this year. Just like last year. If a Mid earned or is in the running for a side load scholarship this year, they have to go to NSI in order to activate the scholarship. Even if they have the 2 PRT's from their Freshman year. I have not seen or heard of anyone last year that got the scholarship and did not go to NSI.

Atleast for last cycle and this cycle, the Navy has required NSI. Likely it would have been longer if not for COVID as NSI started the year before COVID (or atleast clost to it). In my opinion, the Navy has seen some statistics, morale, dedication, or something from scholarship Mids that they like, so they are making it mandatory (for the vast majority; agian, always a few exceptions possible).

DoDMERB and a waiver for a DQ is not required to complete NSI, but it is required to activate the scholarship.

Bryan272....Work with your unit. I'm sure they want you to go to NSI too if you are just waiting for a waiver. Once you get NSI checked off, it just becomes a waiting game for the waiver.

I'm puzzled as to why this conversation is taking in the middle of this thread, but, I'll try to help. What is his DODMERB status - DQ? If so, at present your son does not meet medical standards to participate nor for his scholarship to be activated. Until he clears, he will not attend NSI or participate in NROTC at his unit. The 10/14 date - are you stating a waiver was processed and already granted? Or is that the date that's X months after his surgery from which he could be considered for a medical evaluation and clearance. Remember DODMERB is like a big cruise ship - it takes time to turn around.

Please contact your unit and DODMERB and confirm your waiver status - approved, requested, not requested. Confirm your candidacy status - DQ, other? Discuss options and timeframes to participate including this fall and next spring - with our without a scholarship Perhaps they will grant him a waiver, but to answer one part of your question- IMO I don't think he'll attend NSI to watch others complete the training while he sits on the sideline. See if he has the option to reapply and confirm what his options are directly - let us know what you find out please.

Lot's of good advice on this thread already.....despite this being in an "unusual" folder for DODMERB questions.

Firstly, I will assume that whatever surgery needed has been successfully completed and your 6 month period for waiting is a DODMERB follow on decision that they "may" waiver the DQ condition if there are no complications from the surgery after 6 months.

Assuming the above, he should check with NSTC to see if they will allow participation in NSI since the surgery is done. Not knowing how large of a cyst was removed and where, it would be a total guess as to what the NSTC decision would be.

But if NSI can be done before school, then that would be awesome. If the answer is wait for the 6 months, then he remains scholarship eligible but NOT activated until the final DODMERB decision is rendered.

Now here's the glitch. USNA has a different process for adjudicating waivers from NROTC. I won't bore people with the details, but it is possible that you can be granted a waiver by one but not the other. The approval authority for the waivers rests with BUMED and not DODMERB. But DODMERB is the gate keeper for the medical information.

Lastly, the NSI requirement is required by NSTC which was directed to add that by the Chief of Naval Personnel. USNA has a lot of screening requirements that happen in Plebe summer, and while NSI is nothing like that, there are several tests such as swimming proficiency that must be completed before activating the scholarship.
 
GWU PNS already gave a detailed response, but it's my understanding that to activate the NROTC scholarship (get them to start paying for your school) you need to:

Be medically cleared by DoDMERB, along with any waivers already approved.
Pass a PRT fitness test at least Good-Low or better
New-ish: attend and successfully complete NSI
