I have heard similar responses but not sure that is possible while following their methods for awarding. In theory there mathematically has to be 3 year recipients from boards 1 and 2 that have higher point total than some from board three. It is almost statistically impossible for them to guess...

I would start with the ROO at the school he wants to go to. They can contact the school/cadre where he did get a scholarship to.

Are you accepted by admissions to all schools? It is not hard to transfer it. But make up your mind first. Your question about still having a scholarship to GMU if you transfer to GWU makes me think you are not fully set.

Call the ROO at the school he'd like to transfer too and tell them he is a 3 year AD winner and wants to transfer his scholarship to them. It is a simple process.

Last year 3rd board released on 3/23. The first upgrades showed up on the forum on 3/24.
