    I don't disagree to an extent, but not everything else will ever be equal. Every human being/candidate is different. Personality, leadership traits etc. which will be revealed and discovered throughout the process in interviews etc. ACT is just one number and one factor that obviously needs...

    I believe I read somewhere that USNA only focuses on Math and English for ACT. Not sure if this is true anymore. It appears that they total the score for English and Reading now for consideration?

    40% is a huge number. Then if you eliminate the number of enlisted etc that may be getting appointments and that % is probably higher. The point is it ain't everything but it ain't nothin either. But, carry on.

    What are the possibilities the USNA can draw from for those appointments if a candidate is pending without a nomination at this stage, if NROTC is not an option. Just the VP?

    Possibly, but It's really impossible to say that's true either. As all these facts or factors will never be disclosed. As you said, no one knows the numbers. It's all speculative.

    Yes, still mostly paper and pencil. There are a few options every cycle and location for a digital form but still mostly paper.

    Both are great and different experiences. Both give prospective candidates exposure to the Academy in different ways to see if this is for them which is the point.
