It's legitimate. They did this last year also, and my son was accepted, although he ultimately decided to do a self-prep year at Marion, which turned out to be an excellent decision.

Not sure where you got those commissioning rates, but A&M's is not that high. My son is commissioning from A&M next week, but their rate is somewhere between 40-45%.
